RVO: Dutch national grants

Grants from the Netherlands Enterprise Agency (RVO) under the Kaderbesluit nationale EZK- en LNV-subsidies run on hours, not day-equivalents. Each participant chooses how its hourly rate is set, costs fall in the categories of RVO’s model budget, and the grant is settled at vaststelling. Beneficia carries TSE Industrie studies and DEI+ on that model.

What Beneficia applies

Hourly personnel rates in the system each participant chooses: the integral cost system (IKS), wage costs plus a fixed 50 % surcharge, or the fixed rate of € 60 an hour
Costs in the model budget’s categories — wage costs, machines and equipment, equipment, materials, third-party costs — with no separate line for indirect costs
The funding rate by organisation type, as the scheme sets it: under TSE Industrie studies 50 %, plus 10 points for a medium and 20 for a small enterprise
Advances up to 90 % of the grant on the decision’s schedule; the rest at vaststelling
The final report and cost statement due 13 weeks after the project ends, kept as a dated obligation from the day the grant is confirmed
Hours in the same weekly grid, the month signed and approved like any other; no 215-day ceiling, which is a rule of the EU agreement
